Multi-level geoinformation infrastructure for controlling multi-domain swarms of unmanned systems

The paper addresses the design of a geoinformation infrastructure for spatial data intended for coordinated groups of unmanned systems operating in air, ground, and maritime domains. It is shown that C4ISR/DCGS architectures, UTM/U‑Space air traffic management systems, off‑the‑shelf ground control stations, and domestic tactical‑level automated control systems do not solve the problem of real‑time multi‑domain geoinformation integration: the characteristics of geodata sources vary by three to five orders of magnitude in update rate and data volume; coordinate system mismatches cause displacement errors of up to 150 m; and hydroacoustic channel latency reaches 6 seconds over a distance of 3 km. In response, a hierarchical geoinformation infrastructure distributed across five levels is proposed: on‑board, swarm “mothership”, mobile ground control post, regional node, and central node. Each level implements a geoinformation pipeline while maintaining autonomy in the event of communication loss. The composition, functions, and interconnections of seven geoinformation subsystems (M1–M7) are defined. It is established that the M1 → M2 → M3 chain is a necessary condition for the operability of the cartographic situational model.
A federative model of cross‑agency geoinformation integration is proposed, based on a unified spatial data ontology and an RBAC/ABAC access model.
